La contratación pública puede considerarse como instrumento para implementar las políticas tanto europeas como nacionales en materia social y medioambiental. A través de la incorporación de cláusulas sociales y medioambientales, la contratación pública responsable tiene por objeto garantizar la igualdad de oportunidades en beneficio de todos los ciudadanos en aras a la inserción social y puede, por un lado, contribuir a alcanzar los fines sociales que se estimen prioritarios en cada momento, y por otro gozar de un papel ejemplificador, ya que las prioridades públicas de orden social influyen decisivamente en los sujetos económicos que actúan en el mercado condicionando a las empresas a que observen determinados comportamientos prioritarios para la Administración contratante.
